The admission notice and the JW202 form: what a listed school sends an admitted student

Under Chinese documents, a school's international student management department sends an admitted student the Admission Notice (录取通知书) and the JW202 form (外国留学人员来华签证申请表). Article 22 of the Ministry of Education's 2007 provisions sets out this step for English-taught undergraduate medical education for international students. Before entering China, the student then applies for an X1 or X2 visa under Article 35 of Order No. 42, submitting a certificate filed for the record with the education authority and the admission notice.

What the school sends: Article 22 of the 2007 provisions
The provisions are the Interim Provisions on Quality Control Standards for Undergraduate Medical Education in English for International Students (来华留学生医学本科教育(英语授课)质量控制标准暂行规定), annex 1 to 教外来〔2007〕39号, published by the Ministry of Education. Article 22 says that admission work should strictly apply the admission conditions. It says the school should review each applicant's entrance qualifications through an entrance review, an examination or an assessment, and handle approvals as required. Qualified applicants are admitted. The school's international student management department then sends the Admission Notice and the Foreign Students' Visa Application Form (JW202) to the student.
Article 22 sets no date by which the notice or the form must be sent.
The two papers
- The Admission Notice (录取通知书). Article 22 names it as one of the two papers the international student management department sends to the student.
- The JW202 form (外国留学人员来华签证申请表). Article 22 gives this name. The Ministry of Foreign Affairs' X1 document list calls it the Confirmation Form for Study in China (Form JW201 or Form JW202).
Applying for the visa: Article 35 of Order No. 42
Order No. 42 is the Measures for the Administration of Schools Recruiting and Educating International Students (学校招收和培养国际学生管理办法), issued jointly by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security. The promulgation text says it takes effect on 1 July 2017.
Article 35 applies to foreigners who apply to study at the schools referred to in Article 2 of the Measures. It says such a foreigner shall, before entering China, apply for an X1 or X2 visa according to the length of study. The application goes to a Chinese embassy or consulate in the applicant's country of nationality or country of residence, or to another overseas mission entrusted by the Ministry of Foreign Affairs. Article 35 says the foreigner shall submit, as required, a certificate filed for the record with the education authority, the admission notice issued by the school, and other related materials (等相关材料).
The Ministry of Foreign Affairs' category rows describe the X1 visa as issued to those who intend to study in China for more than 180 days. They describe the X2 visa as issued to those who intend to study in China for no more than 180 days.
The X1 document list
The Ministry of Foreign Affairs' visa application instructions print a document list under the heading "X1 Visa". The list names two items:
- The Admission Letter issued by a school or other admitting entity in China.
- The Confirmation Form for Study in China (Form JW201 or Form JW202).
The instructions print the list only under the X1 heading.
The residence permit within 30 days: Article 36
Article 36 of Order No. 42 covers a student whose study visa states that a residence document must be applied for after entry. Such a student shall, within 30 days from the date of entry, apply to the exit-entry administration of the public security organ at the intended place of residence for a residence document for study-category foreigners.
The Ministry of Foreign Affairs' X1 instructions give the same 30-day period. They say the holder must apply for a residence permit at the exit-entry administration of the public security bureau at or above the county level of the intended place of residence.
