Is there a newer MBBS list? How to check the Ministry's policy index yourself

The Ministry of Education's policy index, as this site read it on 11 October 2026, showed no edition of the annual English-taught MBBS list later than the notice for the 2023–2024 academic year. That is a statement about the index on that date. It is not a statement that no later list exists. This page describes the index, the notices it listed, and the steps you can take to repeat the check; the full list and the schools on it are on this register's section page.

The list is a Chinese government document. It applies to English-taught undergraduate clinical medicine programmes for international students in mainland China. The English renderings of the Chinese titles and texts below are this site's translation.

What the Ministry's policy index is

The index is the Ministry of Education's open-government index of policy documents on study abroad and study in China. Its Chinese name is 出国、来华留学政策文件. Each line in the index gives a title and a date. The date beside each title is the date the notice was put on the Ministry's site. It is not necessarily the date printed on the notice itself.

Annual list notices in the index

On 11 October 2026 the index showed the following annual list notices, newest first.

The academic years named in these titles run from 2012/2013 to 2023–2024. No title in this list names the 2022–2023 academic year.

What the 2023–2024 notice says

The notice is numbered 教外厅函〔2023〕10号. Its signature block is dated 15 May 2023, and the Ministry's site gives 30 May 2023 as the publication date. Those are the two dates on the notice.

Paragraph 1 of the notice says that the Ministry entrusted 44 universities to enrol English-taught undergraduate clinical medicine international students for 2023–2024, with a total of 3048 places. Paragraph 1 also says that the places were set by reference to each university's past enrolment and the day-to-day teaching and management of international medical education at that university.

The annex lists the universities by their Chinese names. This register uses English names for them. The order of the annex and the size of an enrolment plan are not a ranking, and this page does not treat either as one.

What the 2014 FAQ says about updates

A question-and-answer page dated 8 May 2014 is on the Ministry's Foreign-related Education Supervision Information Network. It is a 2014 statement. It said that 48 institutions then had the qualification to enrol these students, and that the Ministry updates the list and each school's enrolment plan every year. The 48 figure belongs to the 2014/2015 position. The 2023–2024 notice gives 44 universities, so the 2014 figure should not be read as the current number.

How to repeat the check yourself

  1. Open the Ministry's policy index named in the Sources section below.
  2. Search the page for 临床医学专业（英语授课）.
  3. Write down the date beside each matching title.
  4. Write down the academic year named in each matching title.
  5. Find the newest matching title.
  6. Compare its academic year with 2023–2024.
  7. If a newer academic year appears, open that notice.
  8. Read the publication date and the paragraphs of that notice.
  9. If no newer title appears, note the date on which you checked.
  10. Confirm the current year's status with the university and with the Ministry.

The index may have changed after 11 October 2026. Your result may therefore differ from the result on that date.
