Comprehensive universities and medical universities on the MBBS list: what the names tell you

The Ministry of Education's list for the 2023–2024 academic year names 44 universities for English-taught undergraduate clinical medicine. This site sorts those 44 by their Chinese names only: 21 names contain 医科大学 or 医学院, and 23 do not. The annex draws no such line, and Article 23 of the 2007 provisions names no difference by school name. The list is described on this register's section page.

The phrase "comprehensive universities" in the title is this page's label for Group 2. It is not a term from the annex.

The 2023–2024 notice and its annex

The notice is numbered 教外厅函〔2023〕10号. Its signature block is dated 15 May 2023, and the Ministry published it on its site on 30 May 2023. The English titles and wording on this page are this site's translation of the Chinese text.

Paragraph 1 of the notice says that for the 2023–2024 academic year the Ministry entrusts 44 universities to enrol students, with 3048 places in total. It says the places are set by taking into account past enrolment and each school's routine teaching and management of medical education for international students.

This page describes the list for the 2023–2024 academic year. The Ministry's policy index listed no later edition of the annual list notice when this site read it on 11 October 2026. Confirm the current year's status with the university and the Ministry.

What Article 23 requires

The 2007 document is the Interim Provisions on Quality Control Standards for Undergraduate Medical Education in English for International Students. The Ministry issued it as annex 1 to 教外来〔2007〕39号. The English below is this site's translation of the Chinese text.

Article 23 reads in Chinese: 具有基础医学、临床医学一级学科硕士学位授予权，并同时具有三级甲等附属医院。

In English: a school must have the power to confer master's degrees in the first-level disciplines of basic medicine and clinical medicine, and at the same time have a Grade III Class A affiliated hospital.

Article 23 names no difference by school name. This page describes only Article 23 from the 2007 provisions and does not describe other articles. It does not say whether any listed university meets the condition in Article 23.
