Confirming a medical school is on the list before you apply: five checks

The Ministry of Education's list for the 2023–2024 academic year names 44 universities by their Chinese names, and a school that does not appear in the annex is not in that annex. This register's section page sets out five checks you can make against the list and the Chinese documents it rests on. The list and the rules below are Chinese rules for schools in mainland China. They are not rules of any home-country regulator, and this page does not set out the conditions of the National Medical Commission (India), the Pakistan Medical and Dental Council, Bangladesh's BMDC Act or the Nepal Medical Council. The Ministry's policy index showed no later edition when this site read it on 11 October 2026, so confirm the current year's status with the university and the Ministry.
Check 1: Find the school's Chinese name in the annex

Open the annex to the notice. Find the school's row by its Chinese name. The annex lists universities by their Chinese names only. The English names in the table below are the names this register uses; they are added by this site and do not appear in the annex.

Row 11 carries a bracket that the annex prints itself: (含境外办学), which reads "including programmes run outside China." The row number and the plan figure are the annex's own. Neither is a ranking. A school whose Chinese name does not appear among the rows of the annex is not printed in the annex.
Check 2: Read the academic year in the annex title
The annex title reads, in English: "List of higher education institutions enrolling international students in English-taught undergraduate clinical medicine, and their enrolment plan, for the 2023–2024 academic year." The title names one academic year, 2023–2024. Paragraph 1 of the notice gives the same year. It says that for 2023–2024 the Ministry entrusted 44 universities to enrol English-taught undergraduate clinical medicine international students, with a total of 3,048 places.
Check 3: Look for a later edition in the policy index
The Ministry's policy index lists the annual list notices. Its newest line for this list is dated 2023-05-30, and that line is for the 2023–2024 notice. The date printed beside each title in the index is the date the notice was put on the site. The notice itself is dated 15 May 2023, and it was published on the Ministry's site on 30 May 2023.
The next line in the index is dated 2021-04-01, for the 2021–2022 list. The index's annual-list lines have no line for 2022–2023. When this site read the index on 11 October 2026, it listed no later edition than 2023–2024. Check the index on the day you read this page, and confirm the current year's status with the university and the Ministry.
Check 4: Confirm the programme in the school's prospectus and public information
Article 11 of Order No. 42, the Measures for the Administration of Schools Recruiting and Educating International Students (issued by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security, in force from 1 July 2017), says that a university shall formulate and publish its own admission prospectus for international students. It says the university admits international students under the conditions and procedures in that prospectus. Article 11 names no programme.
Article 23 of the same order says that a university shall make public to international students its basic information, its teaching information, its admission prospectus, and its system for managing and serving international students.
Open the school's own published prospectus. Check whether it names the English-taught undergraduate clinical medicine programme. Then compare the prospectus with the school's public information under Article 23.
Check 5: Read paragraph 2 for a school that is not on the list
Paragraph 2 of the notice says that a school on the list shall continue to enrol strictly in line with the spirit of the notice. For a school that is not on the list, paragraph 2 says the following, in the order the paragraph gives:
- such a school may not enrol international students in English-taught undergraduate clinical medicine;
- such a school may not issue an English-version degree certificate for the undergraduate clinical medicine (English-taught) (MBBS) programme;
- such a school may not issue an English-version degree certificate that contains the word "MBBS";
- such a school may enrol international students only in Chinese-taught undergraduate clinical medicine, and the training standard may not be lower than the standard for Chinese undergraduate clinical medicine students.
The same paragraph states that enrolling international students through a "bilingual teaching" model in disguise is strictly prohibited.

The annex lists each university by its Chinese name only. The English names used on this register are added by this site and are not printed in the annex.
What does paragraph 2 of the notice say about a school that is not on the list?
Paragraph 2 says such a school may not enrol international students in English-taught undergraduate clinical medicine. It also says such a school may not issue an English-version degree certificate for the (MBBS) programme, or an English-version degree certificate that contains the word "MBBS". Such a school may enrol international students only in Chinese-taught undergraduate clinical medicine.
Must a university publish its admission prospectus?
Yes, under the wording of the articles. Article 11 of Order No. 42 says a university shall formulate and publish its admission prospectus for international students. Article 23 says a university shall make public, among other things, its admission prospectus.
