Dentistry and other programmes taught in English: what Article 31 of the standard says

Article 31 of the Ministry of Education's 2007 standard says that stomatology (口腔医学) and other programmes "are to follow these provisions by reference". Article 2 says the provisions apply to clinical medicine taught in English, and the annex title of the 2023–2024 notice names undergraduate clinical medicine and no other programme. This page sets out each of these provisions in order. The English wording is this site's translation of the Chinese texts. What Article 2 covers
Article 2 of the standard says that the provisions apply to quality control of undergraduate education in clinical medicine that China's ordinary higher education institutions run for international students, taught in English. Article 2 names clinical medicine and no other programme.
What Article 31 says
Article 31 says that stomatology and other programmes follow the provisions by reference. It sets no separate conditions for stomatology or for any other programme. This page makes no statement about which schools teach dentistry or any other programme in English.
What the 2023–2024 notice and its annex cover
The notice is titled "Notice of the General Office of the Ministry of Education on the 2023–2024 list of higher education institutions enrolling international students in English-taught undergraduate clinical medicine and their enrolment plan" (教外厅函〔2023〕10号). It is dated 15 May 2023 and was published on the Ministry's site on 30 May 2023.

The annex lists universities by their Chinese names. This register uses English names. The annex has three columns: number, institution and enrolment plan for 2023–2024.
What the list rules say
Article 30 of the standard says the Ministry will entrust the national expert group for medical (Western medicine) education for international students to evaluate schools, and will publish the list of schools that pass with their enrolment scale.
Paragraph 2 of the notice says that schools not on the list may not enrol English-taught undergraduate clinical medicine students. It also says they may not issue an English-version degree certificate, or an English-version degree certificate containing the word "MBBS". They may enrol only students in Chinese-taught undergraduate clinical medicine, at a training standard not lower than that for Chinese clinical medicine undergraduates. The notice prohibits enrolling international students in disguise under a "bilingual teaching" model.
The list is for the 2023–2024 academic year. When this site checked the Ministry's policy index on 11 October 2026, the newest annual list notice in it was the 2023–2024 notice, and the index listed no later edition. Confirm the current year's status with the university and the Ministry.
