The annex to the Ministry of Education notice 教外厅函〔2023〕10号 prints three fields for each row: a row number, a university's Chinese name and that university's enrolment plan for 2023–2024. It does not print English names, cities, provinces or administering bodies, and this register adds those from other official lists. This page goes through the annex title, its columns, its total row and one bracket, then uses four Guangdong rows as a worked example. The full list is on this register's section page.
The list covers the 2023–2024 academic year only. The Ministry's policy index listed no later edition when this site read it on 11 October 2026, so confirm the current year's status with the university and the Ministry.
The annex lists universities by their Chinese names. The English names used on this site are added by this register. The Chinese text is rendered in English here by this site; the English is this site's translation, not an official English version.
The notice and the annex
The notice is dated 15 May 2023 and was published on the Ministry's website on 30 May 2023. Its first paragraph says that, for 2023–2024, the Ministry has entrusted 44 universities to enrol international students in English-taught undergraduate clinical medicine, with 3,048 places in total. This site's English rendering of that sentence is: "For the 2023–2024 academic year, the Ministry entrusted 44 universities to enrol international students in English-taught undergraduate clinical medicine, with a total of 3,048 places." The same paragraph says the places were allocated by taking into account previous years' enrolment and each university's day-to-day teaching and management of medical education for international students.
The title and the three columns
The annex title reads, in Chinese: 2023—2024学年招收本科临床医学专业（英语授课）来华留学生的高等学校名单及招生计划表. In English, that is roughly: list of higher education institutions enrolling international students in English-taught undergraduate clinical medicine, 2023–2024 academic year, and enrolment plan.
The table has three columns.

The annex has no column for an English name, a city, a province, an administering body, a level of study, a fee or an admission requirement. The three headings above are the complete set of column headings printed in the table.
Reading one row, step by step
- Find the row number in the first column.
- Read the Chinese university name in the second column.
- Read the plan figure in the third column.
- Check the bracket, if there is one, after the name.
- Look up the English name and the place in another source, if you need them.
The total row
The last row of the annex is printed as 合 计 (total) 3048. The notice's first paragraph gives the same figure of 3,048 places. This site did not add the total; the annex prints it.
Row 11 and its bracket
Row 11 reads 温州医科大学（含境外办学）, with a plan of 150. The bracket 含境外办学 is part of the Chinese name as the annex prints it. This site's English rendering of the bracket is "including programmes run outside China". The register's English name for the row is Wenzhou Medical University (including its programmes run outside China), and that wording is this site's translation.
Worked example: four Guangdong rows
The annex has four rows for universities that the national list prints under the province heading 广东省 (Guangdong). The annex itself gives only the first three columns. The other columns in the table below come from this register and from other official lists.

This site counted these four rows and added their plans: 280.
Some points about the table:
- The Double First-Class annex names disciplines. Row 17's entry names 药学 (pharmacy), and row 39's entry names 临床医学 (clinical medicine). The annex does not say which of these, if any, applies to the English-taught MBBS programme, and this register does not read a Double First-Class entry as a quality score.
- The administering body is taken from the national list, not from the MBBS annex. Row 17 is administered by the Central United Front Work Department, and the other three rows are administered at provincial level.
What the order and the plan figures do not show
The annex lists universities in the Ministry's order. That order is not a ranking, and this register does not rank universities by it. A larger plan figure is the number of places printed for 2023–2024. This register does not treat it as a measure of quality.

Which universities are on the list?
The notice's first paragraph says the Ministry entrusted 44 universities for 2023–2024, and the annex lists them by their Chinese names with their plans. The annex's total row prints 3048. This register's English names for the universities are added by this site.
Does a larger plan number mean a better university?
No. The annex prints each plan figure as the 2023–2024 enrolment plan for that row. This register does not read a plan figure as a ranking or a quality score.
Is this the list for the current year?
No. This list is for the 2023–2024 academic year. The Ministry's policy index listed no later edition when this site read it on 11 October 2026, so confirm the current year's status with the university and the Ministry.
