Listed MBBS schools in Beijing, Tianjin, Hebei and Shandong

The Ministry of Education's list for the 2023–2024 academic year names five schools printed under Beijing, Tianjin, Hebei or Shandong in the national list of higher education institutions: one in Beijing, one in Tianjin, one in Hebei and two in Shandong. This page sets out each row, the enrolment plan the annex gives for it, and the Double First-Class entry where one exists. It is a reference page only. It ranks no school, comments on no school's quality, and says nothing about fees or admission.

The list is the Ministry's General Office notice 教外厅函〔2023〕10号, which is an official list of universities for English-taught undergraduate clinical medicine for international students. For the full set of schools, see this register's section page.

Unlike the other documents on this page, the list notice is a Ministry of Education document, not a rule of any home-country regulator. This page does not apply it to the regulators of India, Pakistan, Bangladesh or Nepal.

The five rows

The table groups the schools under the province header in which the national list prints them. The order follows the province order of this title, and it is not a ranking. The annex number and the enrolment plan come from the annex to the 2023 notice. The place and administering body come from the national list of higher education institutions as of 17 June 2026. The administering body is translated, with the Chinese text given in brackets.

How the table is built

The annex to the notice lists universities by their Chinese names. The English names in the table are the ones this register uses, and the annex does not print them.

Beijing has one row in this table, Tianjin has one, Hebei has one and Shandong has two. The plans added up by this site are: Beijing 100, Tianjin 100, Hebei 60 and Shandong 138 (78 and 60).

The province header is the header under which the national list prints each school. The place column shows the 所在地 column of the national list, and that is not always the same as the province header. Qingdao University, for example, is printed under Shandong, and its place is Qingdao (青岛市).

What the 2023–2024 notice says

Paragraph 1 of the notice says that, for the 2023–2024 academic year, the Ministry entrusted 44 universities to enrol international students in English-taught undergraduate clinical medicine, with 3,048 places in total. The annex total row prints the same figure, 3048. The notice says that the allocation of places took into account past enrolment and each university's day-to-day teaching and management of medical education for international students. The annex does not state the basis for any single school's plan.

The notice is dated 15 May 2023, according to its signature block. The Ministry's site published it on 30 May 2023.

Double First-Class entries

The second-round Double First-Class notice (教研函〔2022〕1号, dated 9 February 2022) is a list of construction universities and disciplines. Two of the five rows have an entry in its annex. Tianjin Medical University has an entry for clinical medicine. Shandong University has entries for Chinese language and literature, mathematics, chemistry and clinical medicine.

These entries name disciplines in the Double First-Class annex. They do not refer to the English-taught clinical medicine programme in the 2023 notice. This is this site's reading of the two documents, and the entries are not a quality score for any school.

How current this list is

The list covers the 2023–2024 academic year only. The Ministry's policy index of study abroad and study in China listed no later edition of the annual MBBS list when this site read it on 11 October 2026. The index lists the 2023–2024 notice under 2023-05-30, followed by the 2021–2022 notice under 2021-04-01. The date beside each title in the index is the date of publication on the site.

Questions people ask

Which school in Beijing is on the 2023–2024 list?

The annex to notice 教外厅函〔2023〕10号 names Capital Medical University (首都医科大学) at row 4, with an enrolment plan of 100 for 2023–2024. The national list of 17 June 2026 prints it under Beijing, with Beijing Municipality (北京市) as its administering body. The annex does not print an English name, and the English name used here is this register's.

What does the 2023–2024 list cover?

The notice covers the 2023–2024 academic year. It names 44 universities that the Ministry entrusted to enrol international students in English-taught undergraduate clinical medicine, with 3,048 places in total, according to its paragraph 1. The list is the Ministry's list. It is not a licence, a registration or a recognition by any home-country regulator.

Does the Double First-Class annex say anything about the MBBS programme?

The second-round Double First-Class annex (notice 教研函〔2022〕1号, dated 9 February 2022) lists disciplines for each university. Tianjin Medical University's entry names clinical medicine, and Shandong University's entry names four disciplines, including clinical medicine. The annex does not refer to the English-taught clinical medicine programme in the 2023 notice.
