Three schools on the Ministry of Education's list for English-taught undergraduate clinical medicine in 2023–2024 are printed under the Liaoning header of the national list of higher education institutions, two under Jilin and one under Heilongjiang. These counts and the plan totals below are this site's arithmetic on the annex rows, not figures printed by the Ministry. This page is a reference for those six rows only; it does not rank the schools or comment on their quality, fees or admission, and the rest of the list is on this register's section page.

What the list is

The list is notice 教外厅函〔2023〕10号 of the General Office of the Ministry of Education. The notice is dated 15 May 2023 and was published on the Ministry's site on 30 May 2023. Paragraph 1 of the notice says the Ministry entrusted 44 universities to enrol international students in English-taught undergraduate clinical medicine for 2023–2024, with 3,048 places in total. Paragraph 1 also says the places were set by taking into account past enrolment and each school's daily teaching and management of international medical education.

The annex lists universities by their Chinese names. The English names in the table are the ones this register uses; the annex does not print them.

The schools in the three provinces

The table follows the province headers under which the national list prints each school. Within each province, rows follow the order of the annex. That order is not a ranking, and the plan figures are not a quality score.

The annex has three columns: the row number (序号), the school (学校) and the 2023–2024 enrolment plan (招生计划数). It has no column for fees or entry requirements.

The Double First-Class column

The Double First-Class column comes from the second-round list in notice 教研函〔2022〕1号 of the Ministry of Education, the Ministry of Finance and the National Development and Reform Commission, dated 9 February 2022. The table records whether that list has an entry under the same Chinese name as the annex.

Jilin University has an entry, and the entry names disciplines. It names no medical programme. The other rows have no entry under their names in that list.

Scope of the list

The notice covers the 2023–2024 academic year. The Ministry's policy index lists the annual list notices under 2023-05-30 (the 2023–2024 notice) and 2021-04-01 (the 2021–2022 notice). The date beside each title in the index is the date the notice was put on the site, not the date of the notice. The index listed no later edition when this site read it on 11 October 2026.

The national list

The national list gives the position as of 17 June 2026. Its attachment 1, the list of regular higher education institutions, has seven columns: 序号, 学校名称, 学校标识码, 主管部门, 所在地, 办学层次 and 备注. The attachment has no column for teaching language. The page states that Hong Kong, Macao and Taiwan institutions are not included in the list.

What does the Double First-Class column show?

It shows whether the second-round list of 9 February 2022 has an entry under the same Chinese name. Jilin University has an entry, which lists six disciplines and names no medical programme. The other rows have no entry under their names in that list.

Does the annex show fees or entry requirements?

No. The annex has three columns: the row number, the school's Chinese name and the 2023–2024 enrolment plan. It has no column for fees or entry requirements.
