Four of the 44 universities on the Ministry of Education's 2023–2024 list for English-taught undergraduate clinical medicine are in these areas: one in Shaanxi, one in Ningxia and two in Xinjiang. This page sets out those four rows, the enrolment plan printed for each, and what the national list and the second-round Double First-Class annex say about them. The list covers the 2023–2024 academic year. The Ministry's policy index listed no later edition when this site read it on 11 October 2026, so confirm the current year's status with the university and the Ministry.
The list and what it covers
The notice is 教外厅函〔2023〕10号, the General Office of the Ministry of Education's notice on the 2023–2024 list. It is dated 15 May 2023 and was published on the Ministry's site on 30 May 2023. Paragraph 1 of the notice says that the Ministry entrusted 44 universities with enrolling English-taught clinical medicine students for 2023–2024, with 3,048 places in total. The annex's total row prints 3048.
The annex lists universities by their Chinese names. The English names on this page are the ones this register uses; they are not in the annex. The annex prints three columns: serial number, school and enrolment plan for 2023–2024. The order of the rows and the size of a plan are not a ranking.

The four schools
This site counted the annex rows by the province header under which each school is printed in the national list of 17 June 2026. The counts are this site's arithmetic:
- Shaanxi: 1 row, plans added up to 100.
- Ningxia: 1 row, plans added up to 60.
- Xinjiang: 2 rows, plans added up to 160.

The four schools appear in the annex in the order 15, 26, 8 and 28. That order is the Ministry's, and it is not a ranking.
What the national list and the Double First-Class annex add
The national list gives each school a row number: 2702 for Xi'an Jiaotong University, 2862 for Ningxia Medical University, 2889 for Xinjiang Medical University and 2888 for Shihezi University. The attachment has seven columns: 序号, 学校名称, 学校标识码, 主管部门, 所在地, 办学层次 and 备注. None of those columns is a teaching language.
The Double First-Class annex comes from the notice 教研函〔2022〕1号 of the Ministry of Education, the Ministry of Finance and the National Development and Reform Commission, dated 9 February 2022. An entry in that annex concerns the disciplines printed in it. It does not describe the English-taught clinical medicine programme on the MBBS list.
The national list covers the mainland only. The page of the list says that Hong Kong, Macao and Taiwan are not included.

How many universities and places does the 2023–2024 list give?
Paragraph 1 of the notice says that the Ministry entrusted 44 universities with enrolling English-taught undergraduate clinical medicine students for 2023–2024, with 3,048 places in total. The annex's total row prints 3048.
Which body administers Shihezi University?
The national list of 17 June 2026, row 2888, prints the administering body of 石河子大学 (Shihezi University) as the Xinjiang Production and Construction Corps (新疆生产建设兵团). The place is Shihezi (石河子市).
Does the annex show fees or entry requirements?
The annex has three columns: serial number, school and enrolment plan for 2023–2024. It has no column for fees and no column for entry requirements.
Is this still the current list?
The notice covers the 2023–2024 academic year. The Ministry's policy index, as this site read it on 11 October 2026, listed no later edition. The newest annual list notice in that index is dated 2023-05-30, which is its publication date on the site. Confirm the current year's status with the university and the Ministry.
