Nepal: the Medical Education Commission's eligibility certificate for study abroad

Nepali students who go to another country for higher education must, under Nepal's rules, have passed the entrance examination in section 16(2) of the National Medical Education Act, 2018 (2075). Students who go abroad to study a medical course must also get an eligibility certificate from the Medical Education Commission (MEC), under the final sentence of section 6.1 of the Commission's 2024 accreditation standards for MBBS programmes. These are Nepal's rules, written for students leaving Nepal, and this page does not set out any requirement of a Chinese university or of China's Ministry of Education. What section 16(2) of the Act says
The National Medical Education Act, 2018 (2075), in the English translation published by the Medical Education Commission, reads in its first clause of section 16(2):
"(2) Any person going from Nepal to study higher education in another country shall have passed the entrance examination pursuant to sub-Section (1)"
The words "sub-Section (1)" refer back to the entrance examination in sub-section (1) of the same section. This page has not transcribed section 16(1) in full. Section 16(5) contains exceptions to this rule. This site has not transcribed section 16(5), so this page does not describe those exceptions.
What section 6.1 of the 2024 standards says
The Accreditation Standards for MBBS (Bachelor of Medicine and Bachelor of Surgery) 2024 are published by the Medical Education Commission (MEC), Nepal. Section 6.1 begins: "To be considered eligible for selection to the MBBS program, a candidate:". It then lists entry criteria in bullet points. These include passes in physics, chemistry and biology with a minimum of 50% in each subject, and a pass in "the Bachelor level common Entrance Examination conducted by Medical Education Commission."
The final sentence of section 6.1 reads:
"Students going to foreign countries to study medical course must get the eligibility certificate from MEC and must have passed the bachelor level Medical Entrance Examinations."
The final sentence does not say which of the bullet points it relates to.
The licensing examination passage
The same 2024 standard has a separate passage under the heading "Licensing Examination":
"There is a provision of licensing examination by the respective council after acquiring the academic degree."
The passage does not name the council.
What the eligibility portal page prints
The MEC Eligibility Certificate online portal, published by the Medical Education Commission (MEC), Nepal, has a landing page with these English lines:
"If you already have User Account, Login and add Eligibility request. You can request new Eligibility with your existing User Account."
"If you do not have User Account, click Register and create User Account. Read Instructions before you proceed."
The landing page lists the headings Instructions, Register and Login. The landing page text gives no fee, document list or processing time for the certificate. It tells readers to read the Instructions before they proceed. This page has not transcribed the Instructions, so the conditions for the certificate are not described here.
What this page does not establish
The first clause of section 16(2) does not mention an eligibility certificate. The final sentence of section 6.1 does mention one. This page does not explain how the two provisions relate in an individual case.
This register does not say whether any school on it meets the conditions in section 16(2) or section 6.1. Those conditions are set by the Commission's own texts, and the Commission is the body that publishes them.
