No official top 10: what can be compared between listed medical schools from official sources

There is no official top 10 of medical universities in China. The Ministry of Education's list for the 2023–2024 academic year names 44 universities for English-taught undergraduate clinical medicine, and its annex prints them in an order that this register does not treat as a ranking. For each school, official sources can show whether it is on that list, its 2023–2024 enrolment plan, its administering body in the national list, and whether the second-round Double First-Class annex has an entry under the same Chinese name and for which disciplines; this register's section page follows that list.

What the Ministry list is

The list is set out in a notice of the General Office of the Ministry of Education, 教外厅函〔2023〕10号 (Notice of the General Office of the Ministry of Education on the 2023–2024 list of higher education institutions enrolling international students in English-taught undergraduate clinical medicine and their enrolment plan). The notice is dated 15 May 2023 and was published on the Ministry's site on 30 May 2023.

Paragraph 1 of the notice says that the Ministry entrusted 44 universities to enrol international students in this programme in 2023–2024, with 3,048 places in total. It says the universities and the number of places were determined after taking into account past enrolment and each university's daily teaching and management of medical education for international students. Paragraph 1 names these two factors and no others.

What the annex prints

The annex to the notice has three columns: 序号 (number), 学校 (institution, in Chinese), and 2023—2024学年招生计划数 (enrolment plan for 2023–2024). Its total row, 合计, shows 3048.

The annex has no column for fees. It has no column for an entry requirement, a deadline or a score.

The annex lists universities by their Chinese names. The English names used in this article and across this register are the common English names this register uses; the annex does not print them.

Row 11 of the annex carries the bracket 含境外办学, which the annex's own text gives as "including programmes run outside China."

The order of the rows is the order the Ministry printed them in. The notice does not describe that order as a ranking.

What official sources show for each school

For each of the 44 universities, the following can be read from official sources:

  • Whether it is listed in the annex for 2023–2024.
  • Its enrolment plan for 2023–2024, as printed in the annex.
  • Its administering body and place, from the Ministry's national list of higher education institutions as of 17 June 2026. This list is a separate Ministry document from the annex.
  • Whether the second-round Double First-Class annex, dated 9 February 2022, has an entry under the same Chinese name, and which disciplines that entry prints.

A Double First-Class entry concerns the disciplines printed in that entry. It is not a statement about the English-taught clinical medicine programme in the annex.

The 11 schools whose administering body is the Ministry of Education are, in annex order: Jilin University, Shandong University, Fudan University, Zhejiang University, Wuhan University, Huazhong University of Science and Technology, Xi'an Jiaotong University, Sichuan University, Tongji University, Southeast University and Xiamen University.

Counted by this site, 19 of the 44 schools have an entry under the same Chinese name in the second-round Double First-Class annex, and 25 have none.

Of those 19 entries, 7 print 临床医学 (Clinical Medicine) among their disciplines. In annex order, these are Tianjin Medical University, Shandong University, Fudan University, Zhejiang University, Huazhong University of Science and Technology, Zhengzhou University and Guangzhou Medical University.

What the figures cannot show

The annex order is not a ranking. The size of a school's 2023–2024 plan is not a quality score. An administering body is not a quality score. A Double First-Class entry is not a quality score, and it refers to the disciplines printed in that entry only.

The enrolment plans come from the factors named in paragraph 1 of the notice: past enrolment and each university's daily teaching and management of medical education for international students.

This register does not rank, recommend or order these universities by any of the figures above.

Is there an official top 10 of medical universities in China?

None of the documents used on this page ranks the schools. The annex lists 44 universities in the order the Ministry printed them, and this register does not treat that order as a ranking.

Does the annex show tuition or other fees?

The annex has three columns: number, institution and enrolment plan for 2023–2024. It has no column for fees.

Is the 2023–2024 list the current list?

The list is for the 2023–2024 academic year. The Ministry's policy index listed no later edition when this site read it on 11 October 2026. Confirm the current year's status with the university and the Ministry.
