Reading the Ministry's MBBS notice paragraph by paragraph

This page reads one Chinese Ministry of Education notice, 教外厅函〔2023〕10号, part by part. It is a Chinese government notice. It is not a rule of India's National Medical Commission (India), the Pakistan Medical and Dental Council, Bangladesh's BMDC Act, or the Nepal Medical Council, and it does not state their conditions. The notice covers the 2023–2024 academic year. Its paragraph 1 states that 44 universities enrol students under it, with 3048 places in total. Its paragraph 2 says that a university not on the list may not enrol English-taught clinical medicine students and may not award an English degree certificate for MBBS or one carrying the word "MBBS".

Title, number and issuer

The notice's title is 《教育部办公厅关于公布2023—2024学年招收本科临床医学专业（英语授课）来华留学生的高等学校名单及招生计划的通知》. It was issued by the General Office of the Ministry of Education under document number 教外厅函〔2023〕10号.

Preamble: basis and plan management

The preamble gives the reason for the notice. It says the Ministry works to safeguard the training quality of English-taught clinical medicine students from abroad. It bases this on the spirit of the Ministry's notice 教外来〔2007〕39号, titled 《教育部关于印发〈来华留学生医学本科教育（英语授课）质量控制标准暂行规定〉的通知》, which the notice refers to as 《通知》.

For the 2023–2024 academic year, the Ministry continues to manage enrolment by plan. The preamble uses the word 计划管理, which means enrolment is managed through a plan.

Paragraph 1: the 44 universities and 3048 places

Paragraph 1 says that for the 2023–2024 academic year the Ministry entrusts 44 universities to enrol undergraduate English-taught clinical medicine international students. It gives the total as 3048 places.

The same paragraph says how the places are set. The enrolment places are determined by taking into account each university's past enrolment and its daily teaching and management of medical education for international students.

The annex gives the list. The annex lists each university by its Chinese name. The English names used on this register are not in the annex. The annex keeps the Ministry's own order, and that order is not a ranking. The annex's total row reads 合计 3048, which matches the total in paragraph 1.

Paragraph 2: read sentence by sentence

Paragraph 2 has three sentences. Each is taken in turn below, in the English translation of this site.

Sentence 1. Universities on the 2023–2024 list shall continue to enrol students strictly in line with the spirit of 《通知》.

The Chinese word used is 须, which carries the force of "shall" in this sentence.

Sentence 2. A university not on the list may not enrol English-taught undergraduate clinical medicine international students. It may not award an English-version degree certificate for the undergraduate clinical medicine programme (English-taught) (MBBS), or an English-version degree certificate that carries the word "MBBS". It may enrol only undergraduate clinical medicine international students taught in Chinese. The training standard for those students may not be lower than the training standard for Chinese undergraduate clinical medicine students.

The Chinese words are 不得 (may not) and 只可 (may only). The sentence is about universities not on the list. It does not say what happens to a student who is already enrolled.

Sentence 3. Enrolling international students in disguised form through a "bilingual teaching" model is strictly prohibited.

The Chinese word is 严禁, which is stronger than 不得.

Paragraph 3: what provinces are asked to do and the consequence

Paragraph 3 asks the units addressed to act under 《通知》. It asks them to check the enrolment, management and teaching of the universities under their jurisdiction strictly. It names three texts for this work:

  • 《学校招收和培养国际学生管理办法》 (Ministry of Education, Ministry of Foreign Affairs and Ministry of Public Security, Order No. 42).
  • 《来华留学生高等教育质量规范（试行）》.
  • A quality control standard for English-taught clinical medicine undergraduate education for international students (试行), which paragraph 3 says was issued by a relevant industry body in 2020.

Paragraph 3 does not name that industry body. The paragraph asks the same units to use this standard as a reference for improving training quality.

The last sentence of paragraph 3 covers serious violations. For a university that seriously violates 《通知》, the paragraph says it is to be handled by restricting enrolment (限招) or stopping enrolment (停招), in accordance with law and regulations. Paragraph 3 does not give any other penalty.

Annex pointer, issuer and dates

The notice ends with a pointer to the annex, titled 附件：2023—2024学年招收本科临床医学专业（英语授课）来华留学生的高等学校名单及招生计划表. The notice is issued by the General Office of the Ministry of Education and dated 15 May 2023. The Ministry's site gives its publication date as 30 May 2023.

The annex has three columns: 序号 (number), 学校 (institution, in Chinese), and 2023—2024学年招生计划数 (enrolment plan for 2023–2024). It has no column for fees.

Checking the current status

The Ministry's policy index, as read by this site on 11 October 2026, showed the 2023–2024 list notice dated 2023-05-30 as its newest entry for this list. That date is the date the notice was placed on the site, not the date of the notice itself. The index showed no later edition when this site read it. This page does not say that no later list exists.

Any use of this list should be checked against the current year. Confirm the status for the current year with the university and with the Ministry of Education.
