Verifying a Chinese medical qualification after graduation: what CHSI's services are

CHSI (China Higher Education Student Information) is the website through which the Center for Student Services and Development (CSSD) of the Ministry of Education of the People's Republic of China offers its online services. Its English pages describe three of those services: online authentication, the online verification report, and the verification report. Article 35 of the Ministry of Education's Order No. 41 is a separate provision, and it concerns how schools register student status and qualifications electronically.

What CSSD is

CHSI's English About page says that CSSD, formerly known as the China Higher Education Student Information and Career Center (CHESICC), is an institution directly under the Ministry of Education. The page says CSSD was founded in 1991 and specializes in information service and career guidance for students of higher education institutions. It lists the primary business of CSSD as higher education enrollment, student record and qualification management, and graduates' employment.

The same page describes CSSD as the only MOE-authorized institution for the verification of higher education qualification certificates. This is the body's own description on its page. The service designation lines on the Verification Service page give a different citation for the same point: they describe CSSD as the MOE-designated qualification verification institution under Jiaoxue [2007] No.5.

The three services on the home page

The home page lists three services under "Our Services". The table below summarizes what each entry says it covers.

Online authentication

The Online Authentication page says that the service is based on a qualification certificate, degree certificate or ID information provided by the student. It lists four forms: Personal Review, Individual Verification (by name and diploma number), Member Verification (by registered members) and Web Service (a qualification verification interface based on Web Service). For Personal Review, the page says that a person may access their own qualification or student record at no cost.

The home page says that students could also check their own information for free through real-name registration.

Online verification report

The Online Verification Report page says that a student can apply for the report on the basis of the CSSD database. The page states that the report has a one-year default valid period, which can be extended, and that users can use the service freely during that period. The report is available in print, PDF and email versions, and in English. The page also says that the barcode in the report can be pasted into resumes.

Verification report

The Verification Report page says that the report has anti-counterfeiting features. It says that a person may verify a qualification certificate awarded at any time, including certificates from before 1991, and that such a certificate may not be in the database. The page lists higher education student records, qualification certificates, degree certificates, academic transcripts, high school qualifications, Gaokao scores and Huikao results as items that can be verified, with reports issued in Chinese and in English. The page also says that, till now, 34 agencies are using the platform, process and reports.

The Verification Report page asks readers to review the documents listed below before they start an application. The page lists these notices by title:

Article 35 of Order No. 41

Order No. 41 is the Provisions on the Administration of Students in Regular Higher Education Institutions (普通高等学校学生管理规定), issued by the Ministry of Education of the PRC. The English below is this site's translation of the Chinese text.

Article 35 reads: "Schools shall implement the electronic registration system for student status and academic qualifications in regular higher education, improve the measures for managing student status and qualification information, and complete the electronic registration of student status and qualifications promptly in accordance with the relevant provisions."

This article sets a duty for schools. The CHSI pages cited on this page do not refer to Article 35.

Article 66 and international students

Article 66 of Order No. 41 reads: "Schools shall manage students in higher academic continuing education, students from Hong Kong, Macao, Taiwan and overseas Chinese, and international students by reference to these Provisions." This English is this site's translation of the Chinese text.

Article 66 uses the words "by reference to". The periods and procedures that apply to international students come from each university's own published rules. This page does not cover those rules.

What is CSSD?
