The annex to the Ministry of Education's notice on the 2023–2024 list of higher education institutions for English-taught undergraduate clinical medicine names 44 universities. Joined to the Ministry's national list of higher education institutions as of 17 June 2026, the annex shows that the Ministry of Education administers 11 of these schools, and that the others are administered by provincial, municipal, autonomous-region or other bodies. This is an administrative fact about who runs each school, not a quality mark. This register's section page holds the full list.

This is a Chinese Ministry of Education list. It is not a rule of any home-country regulator. The notice is numbered 教外厅函〔2023〕10号, is dated 15 May 2023, and was published on the Ministry's website on 30 May 2023. The English text of the notice on this page is this site's translation of the Chinese text. The notice covers the 2023–2024 academic year. When this register checked the Ministry's policy index on 11 October 2026, the index listed no later edition of this notice. Confirm the current year's status with the university and the Ministry.

What the notice and annex say

Paragraph 1 of the notice says the Ministry entrusted 44 universities with enrolling international students in this programme, with 3,048 places in total. It says the places were set by taking into account past enrolment and each school's day-to-day teaching and management of medical education for international students.

The annex has three columns: serial number, school, and the 2023–2024 enrolment plan. It has no column for the administering body. The annex lists universities by their Chinese names. The English names on this page are the ones this register uses. The order of the annex and the size of an enrolment plan are not a ranking.

What paragraph 3 of the notice asks

Paragraph 3 asks the units (各单位) to exercise strict control over admissions, management and teaching at the schools in their territory (属地高校). It names the Measures on the Administration of the Enrolment and Training of International Students (Ministry of Education, Ministry of Foreign Affairs and Ministry of Public Security, Order No. 42) and the Quality Specification for Higher Education of International Students (Trial) as documents to follow. It also refers to a clinical medicine quality control standard issued by related industry bodies in 2020, and asks units to use it to keep improving training quality. Paragraph 3 does not list which units are meant. For a school that seriously violates the spirit of the notice, paragraph 3 says the school is dealt with by limiting or stopping its enrolment in accordance with law and regulations.
